    Problems and Prospects for Ensuring Digital Human Rights in terms of Ukraine’s European Integration202

    In the early 21st century, digitalization has reached an impressive scale: we have witnessed how information and communication technologies have permeated almost all spheres of social life. Today, it is impossible to imagine processes or operations that have not undergone changes in the context of digitalization. Many traditional rights have acquired new meaning, such as the right to freedom of expression, the right to seek, collect, and store information, the right to privacy, education, work, etc. In addition, we observe the emergence of a specific group of fourth-generation rights — digital rights, which are essentially the result of human activity in cyber-physical space. This article examines the current state of ensuring and protecting digital human rights within the European human rights system, which remains one of the most progressive in the world. Through the jurisprudence of the ECHR and the Court of Justice of the European Union, Europe demonstrates a clear legal response to contemporary challenges related to the emergence of new categories of human rights and the reimagining of traditional ones. A significant achievement of the EU has been the formation of an anthropocentric model for regulating the digital environment, which prioritizes personal safety, the fight against discrimination, and privacy protection. For Ukraine, which holds the status of a candidate for EU membership, the harmonization of national legislation with European standards is one of the primary tasks. The article analyzes key challenges on this path, including the obsolescence of the domestic legal framework regarding personal data protection, the lack of an effective independent supervisory body, and the challenges posed by the need to balance national security under martial law with the observance of citizens' digital freedoms. The prospects for implementing the provisions of the GDPR and the EU AI Act in Ukraine are outlined.

    Mental health conditions affect over 970 million people globally, and fewer than half of them receive any form of care [1]. AI chatbots and conversational agents promise to close this gap through scalable, anonymous, low-cost support. The promise has not held. Published reviews from 2024 and 2025 show that most AI mental health tools lose the bulk of their users within 30 days [2, 6]. We analyzed fifteen peer-reviewed sources across human-computer interaction, clinical psychology, and AI ethics to trace the cause. What emerged was not a technology deficit but a design one: developers have optimized for computational accuracy (correct sentiment labels, appropriate response selection, fast generation speed) while treating relational quality as optional. Users leave because the system does not feel like it is listening. To address this, we propose the Human-Centered Emotional AI (HCEAI) model. It comprises five design principles: Emotional Resonance, Contextual Sensitivity, Authentic Presence, Adaptive Responsiveness, and Ethical Transparency, each paired with a buildable engineering component such as a three-tier memory architecture and an adaptive feedback loop. We apply the model to grief and bereavement support, the domain with the highest ethical stakes, and report preliminary pilot results from the OPV Systems digital grief support platform. The model awaits validation through controlled trials with diverse populations.

    Методичні рекомендації до семінарських занять з курсу «Історія архітектури та містобудування» призначені для допомоги студентам опанувати навчальну дисципліну, забезпечити глибокий і всебічний аналіз основних питань курсу, навчити студентів елементам творчого застосування отриманих знань на практиці. Курс «Історія архітектури та містобудування» призначений для теоретичної підготовки фахівців у галузі архітектури та будівництва, даючи майбутньому бакалавру відомості про основні етапи історичного розвитку архітектури народів світу, а також навчання здобувачів вищої освіти розумінню закономірностей розвитку функції і форми, соціальної ролі архітектури як засобу матеріальної і духовної організації життя суспільства. Сформульовані навчальні цілі змістових модулів допоможуть студентам у підготовці до семінарських занять.
